2. Welcome

Professor Kwon welcomed everyone to Jeju Island, Korea.
Consideration will be given to presenting a ten minute Powerpoint presentation on ICNDT at the WCNDT Opening Ceremony.

12. ICNDT Journal

Two issues have been published, to coincide with Rio (PANNDT) and Jeju (APCNDT).

For the next issue, Mr Nardoni is seeking articles for the “Certification in the World series“ from ASNT, Japan and Korea. Also an article on ISO Standards (from Dr Hatano). Possibly some technical articles. Mr Nardoni has the EFNDT “Trio of meetings“ article.

He would like a series of half page articles about Research Centres in NDE, each covering the organisations in a country. For the next issue Germany, UK and Korea are invited to provide articles.

13. Editorial Committee

The membership (until Montreal) was re-confirmed as Nardoni, Farley, Conte, Lavender, Ooka. Mr Nardoni was asked to allow more time for the committee to comment.

14. Activities of Regional Groups in promoting ICNDT policy

Douglas Marshall is participating in an IAEA supported meeting of NDT Societies/Certification Bodies in North Africa in December and agreed to represent ICNDT and urge attendance at the next ICNDT meeting and formation of an African Regional Group.

15. Finances

15.1 Future financing of ICNDT

Mr Nardoni and Mr Aufricht will provide a report at Montreal.

15.2 Financing

Mike Farley was actioned to issue his letter to the membership.

Action: Farley

Mr Nardoni questioned if it would be acceptable to accept advertising in the Journal. This was agreed.

16. Working Groups

16.1 WG1 Certification, including ICNDT Recommended Guidelines

The version prepared by Farley and Editorial Committee had been approved for publication.

Mr Nardoni has now added some additional material, including FDIS ISO 9712.2. This is acceptable to Dr Murphy. Once the ISO 9712.2 Standard is published it will not be possible to issue the document without breaching the ISO copyright. Dr Farley suggested that we use a loose-leaf version of the document incorporating a purchased copy of the ISO9712 Standard.

Professor Heidt was concerned that the Recommended Training Syllabuses are not those being developed by ISO/CEN.

It was noted that the current (Nardoni) draft will have a limited life ?Eup to the publication of the ISO9712 standard.

The following resolutions were agreed:

(i) Latest (Nardoni) version can be issued to Korea APCNDT as a draft
(ii) Editorial Committee to check and advise minor corrections for next printing

(iii) Longer term (i.e. after publication of ISO 9712 Issue 3 and/or ISO/CEN Technical Report) a loose-leaf version will be prepared and the Document excluding the Standard/Report will be published on the website.

It was noted that if we are lucky with the timing it may be possible to publish in Montreal a further draft incorporating the next draft of ISO9712 and the next draft of the Training Syllabus.

Douglas Marshall pointed out that the issue of a draft before approval was in contradiction of the spirit if not the letter of the Operating Procedures.

Dr Farley was asked to look at the Operating Procedures and decide if any modification was needed.

16.2 WG2 - Internet

See 9.2 and 9.3 above.

16.3 WG3 - Research

Dr Baldev Raj had proposed in writing that the ICNDT should promote the preparation of a series of monographs. The meeting whilst generally supportive queried the objectives:- - research?
- Training?
- Education?
- Awareness of industry?

Professor Heidt considered that monographs defining the current state of the art (by reference to published procedures) would be valuable.

He pointed out the parallel activity in German to prepare extensive guidelines on NDT of Concrete and publish these on the Web (BAM). Although currently in German these are being translated.

Action: Baldev Raj to develop proposal further

17. Awards

The process of seeking nominations was explained.

Action: Invite nominations during November. Farley Submit to postal ballot by PGP by April 2004

18. Elections in Montreal

The process for seeking nominations was reviewed. The following elections will be held: Chairman ICNDT

19. Next Meeting

This will be held on Saturday 28 August 2004 in Montreal.
